The Challenge
Network Rail was fined £3.41m after a track worker was struck by a passenger train, near Surbiton station in February 2021. The incident underscored the need for robust safety measures, particularly when work is conducted on live tracks. The Office of Rail and Road (ORR) identified shortcomings in planning, monitoring and supervision that exposed workers to risk.
Our Solution
We have been at the forefront of enhancing rail safety through its innovative barrier systems. The AOL barrier system built using our Legato® concrete blocks has been successfully implemented in projects like the Cardiff Area Signalling Renewals. This system allows work to be safety conducted adjacent to live lines, reducing the need for all-line possessions and minimising disruptions.
The Legato® blocks are designed for durability and flexibility, with a minimum 100-year design life. They are made from high-strength concrete and feature integral lifting options, making them ideal for creating solid barriers between open rail lines and those under maintenance.

Network Rail officials praised the innovative approach that led to the development of the AOL barrier system. Initially conceived as a “virtual wall,” the idea evolved into a practical solution using large concrete blocks. The project was completed within the scheduled timeframe, and the Legato® walling system is now approved for use in line-open construction projects.
